I’ve been using the hoary old LM for decades. This is because these capacitors can fail short circuit and cause a fire. AFAIK lineair regulators are bad datasgeet that.
I assume the output one is ceramic. Ive seen a number of implementations of the L circuit which use caps on the input and the output. But for HF ripple removal use capacitors LC circuits and ferrite beads. Or there are some noisy digital loads and insufficient bypassing.
The size of these will be in the data sheet for the exact device and manafacaturer you are using, do not use a generic data sheet.
My final question is this. I agree, it may be a measurement issue. Ah you know how it is russel. Using a tantalum capacitor across a power input here is bad.
